What Is Double Customs Clearance in Logistics?

What Is Double Customs Clearance in Logistics?

Double customs clearance in logistics refers to a DDP shipping service that handles customs procedures at both ends of the shipment: export clearance at the country of origin (China) and import clearance at the destination country. The term “double” distinguishes this from single-clearance services — typically DDU arrangements — where only the origin export clearance is managed by the freight provider, and the destination import clearance is the buyer’s responsibility. Understanding when you’re getting one vs. two is critical for budgeting your total landed cost.

The Two Clearances Explained

Clearance 1: Export Customs in China

Before any commercial goods can legally leave China, they must be declared to Chinese customs (General Administration of Customs, GACC). Export customs clearance involves:

  • Filing an export declaration (报关 bào guān) with GACC
  • HS code classification of export goods
  • Verification that goods are not on China’s export control list
  • Export VAT refund application for the Chinese exporter (if applicable)
  • GACC inspection if flagged for examination

This is handled by the Chinese freight forwarder or customs agent. In a DDP quote from China, export clearance is always included — you’d struggle to find a freight service that doesn’t cover this basic first step.

Clearance 2: Import Customs at Destination

The more complex clearance, and where most problems occur. Import clearance at the destination requires:

  • Filing of an import customs entry with the destination country’s customs authority
  • Classification of goods under the destination country’s tariff schedule
  • Assessment and payment of import duties
  • Assessment and payment of import VAT/GST
  • Physical examination if selected (random or risk-based)
  • Release of goods for inland delivery

This is what differentiates DDP (double clearance included) from DDU/DAP (single clearance — only China export). When a freight quote says “DDP,” import customs at destination should be included.

Why “Double Customs Clearance + Tax” Is a Common Freight Search Term

You’ll often see freight services described as “双清包税” (shuāng qīng bāo shuì) in Chinese logistics — literally “double clearance including tax.” This means:

  • 双清 (double clearance) = export clearance in China + import clearance at destination
  • 包税 (including tax) = import duties and VAT are included in the quoted price

This is effectively the definition of a full DDP service. When evaluating Chinese freight forwarder quotes, look for 双清包税 as an explicit confirmation that both clearances and tax obligations are included in the price.

Single Clearance vs Double Clearance in Practice

Factor Single Clearance (DDU) Double Clearance (DDP)
China export clearance ✓ Included ✓ Included
Import customs filing ✗ Buyer arranges ✓ Included
Duty payment ✗ Buyer pays ✓ Included
Import VAT payment ✗ Buyer pays ✓ Included
Who is IOR Buyer Freight forwarder (or their local partner)
EORI required? Yes (buyer needs one) No (forwarder uses theirs)
VAT reclaim Buyer reclaims through tax return More complex — forwarder paid the VAT

When Customs Examinations Occur

Both Chinese customs (on export) and destination customs (on import) may select shipments for physical examination. Examination rates vary by country and commodity — the World Customs Organization publishes guidance on risk-based examination frameworks. Examinations add 1–5 days to clearance time and may incur additional fees (examination charges, storage during exam). DDP providers include examination coordination in their service; under DDU the buyer must arrange and fund this through their customs broker.

FAQ

Is double customs clearance the same as DDP shipping?

Effectively yes. A DDP service that includes both origin export clearance and destination import clearance (with duties and taxes paid) is what Chinese freight providers call “双清包税” — double clearance including tax. This is the standard DDP service.

Do I need double customs clearance for all shipments?

All shipments require export clearance from China — that’s non-negotiable. Import clearance at destination is also mandatory for all commercial shipments above the de minimis threshold. Whether the buyer or seller/forwarder handles the import clearance is determined by the Incoterm agreed.
